A Springfield City Utilities worker is in the hospital with severe electrical burns.
Spokesman Joel Alexander says the worker was shocked when he opened an electrical cabinet that he thought had been turned off.
The line was carrying 13,000 volts.
It happened at the substation at Battlefield and Glenstone.
The worker was part of a crew that had been doing routine maintenance work there for the past two or three weeks.
